POLS 510 Policy Analysis

This course introduces students to key concepts, analytical frameworks, methods, techniques, and contemporary issues in policy analysis in comparative perspective. It starts by reviewing roles, activities and skillsets of policy analysts. After discussing the dependent variable problem in policy analysis, it introduces key institutions that set the context of policy analysis. It reviews the classic rationalist stage-model of policy analysis and its contemporary critique. The course then reviews key approaches to understanding the politics of the policy process including the Multiple Streams Framework, the Punctuated Equilibrium Model, the Advocacy Coalition Framework and Models of Institutional Change. The course concludes by a discussion on the promises and pitfalls of evidence-based policy.
