POLS 4132 Territoriality, Policy, and Governance

This course aims to expose and analyse the notion of territoriality which underlies modern public policy and political governance. In various governance systems some public policies remain under the jurisdiction of regions, local governments, and municipalities and only hold within their territorial demarcations, while nation-wide policies apply across the entire territory of the state. Yet there are also public policies which follow non-territorial principles; that is, their application is confined to different designated groups of citizens regardless of place of residence. What is more, territorial policy dynamics can cross internal borders or certain citizenship rights and obligations could be delimited by internal territorial demarcations. The course is an overview of the notion of territoriality in policy and governance, both across time, across different policy areas, and across Western democracies and the developing world.
